Each Seattle resident (including those not registered to vote & green card holders) gets 4x $25 vouchers funded by the City to assign to a campaign for City Council, City Attorney, or Mayor. Eligible campaigns must sign financial pledges & have a certain number of signatures in support of their participation in the program to even start accepting vouchers. You don't have to use your vouchers in the Primary per se, it's just statistically more useful to campaigns that way. Campaigns can use that Voucher money just as they would any other financial contribution. There's no real expiry date or restrictions except for standard campaign finance law.

You can divide up your vouchers, too. I gave all four of mine to Nicole Thomas-Kennedy (City Attorney's race), but some I know give any combination of theirs to different candidates. Seattle also has fundraising caps, and if a campaign reaches those, they cannot accept DVs any more. Campaigns can apply to have that cap removed. Houston did because Harrell allies set up a PAC just for him, to circumvent the campaign finance laws, and now others are applying to get released from the cap.
