Description Congress established U.S. circuit courts of appeals for each of the nine judicial circuits
and assigned the sitting judge of the U.S. Circuit Court for the Third Circuit to sit also on
the U.S. Circuit Court of Appeals for the Third Circuit, effective June 16, 1891. The act
also authorized an additional judgeship for the Third Circuit's new court.

The United States Court of Appeals for the Third Circuit is a federal court with appellate
jurisdiction over the district courts for the following districts:

* District of Delaware
* District of New Jersey
* Western, Middle, and Eastern Districts of Pennsylvania

It also has appellate jurisdiction over the District Court of the Virgin Islands.

8 Seats (1, 2, 6, 8, 9, 10, 11 and 13) have traditionally been reserved for Pennsylvania.
4 Seats (3, 4, 7 and 14) for New Jersey.
2 Seats (5 and 12) for Delaware.
