Description This is the north-west part of the city of Birmingham, made up of two different sections. The mainly white wards of Oscott, north of the M6, with its council estate, and Perry Barr are paired with the inner-city wards of Handsworth and Sandwell which are more ethnically mixed. Handsworth was the scene of riots in 1985. Overall, the proportion of ethnic minorities is 48% - the 14th highest in the country. Handsworth and Sandwell formed the nucleus of a Conservative seat in the 1950s and 1960s but changing demography has been reflected politically and these two wards have both been Labour for many years in local elections. Oscott, traditionally Labour, saw a surprising Tory gain in 2002, while Perry Barr has now become a Labour/Lib Dem battleground. The constituency was represented at Westminster by former Home Office Minister, Jeff, now Lord, Rooker. He caused four local Birmingham Labour parties (including Perry Barr's) to be suspended in 1995 after allegations about the selection process in Sparkbrook and Small Heath. His replacement in 2001 was Khalid Mahmood, whose majority was 10,000 less (8,753 as against 18,957) than his predecessor's. Perry Barr saw the third largest drop in Labour's share of the vote at 16.5% - only Wyre Forest (which went Independent) and St Helen's South (where Tory defector Shaun Woodward stood) were higher.
