| Description | Although there was a nominal City Council President, the council member who held this position had almost total control over the legislative body from its incepetion in 1938 to the creation of the post of Council Speaker in 1990. Because the Majority Leader also served as Vice Chairman of the Council, he or she was voted on by all members regardless of party. |
