Overview
Rock Island is a city in Rock Island County, Illinois, United States.
The population was 39,684 at the 2000 census.
It is the county seat of Rock Island County and is one of the Quad Cities,
along with neighboring Moline and the Iowa cities of Davenport and Bettendorf.
Government
The City of Rock Island is a council-manager form of local government. The Mayor
and City Council establish policy direction for the city, approve the city budget, and
decide on taxing levels to fund municipal services. They appoint a full-time City
Manager who has responsibility to oversee city operations, hire the heads of the
city departments, and make recommendations to the City Council.
The City of Rock Island adopted the Council-Manager form of government in 1952
as a means to bring a professional, less political approach to local government.
The City Council makes decisions about the level of city services provided to the citizens.
