Born on July 20, 1936 -- the great-granddaughter of Polish immigrants who owned a local bakery -- Barbara Ann Mikulski is the oldest of three daughters born to Christine and William Mikulski. She was born and raised in historic and ethnically rich East Baltimore where her parents ran a neighborhood grocery store across the street from their Highlandtown home. During her high school years, she worked in her parents' grocery store, delivering groceries to seniors in her neighborhood who were unable to leave their homes. Her love for her hometown has never diminished and throughout her career, she has returned home each night to the city of Baltimore.
After graduating from Mount Saint Agnes College and the University of Maryland with a degree in social work, Barbara Mikulski went to work on the front lines in President John Kennedy�s war against poverty. Just as she was considering going back to school, the Baltimore political machine announced a 16 lane highway would be built through the historic Fells Point area of Baltimore. This highway not only threatened Fells Point, but would have cut through the first black home ownership neighborhood in the city and would have prevented the successful development of the Harbor Area. She mobilized communities on both sides of the city and stopped the highway. Mikulski became known as the street fighter who beat the road. This led to a seat on the Baltimore City Council for 5 years and then on to the United States House of Representatives in star-spangled class of 1976.
In 1986, when Senator Mack Mathias decided to retire from the U.S. Senate seat representing Maryland, Barbara Mikulski stepped up to the plate and won an amazing 61% of the vote. She was the first Democratic woman to hold a Senate seat not previously held by her husband; the first Democratic woman to serve in both houses of Congress; and the first woman to win a statewide election in Maryland. Mikulski's pioneering efforts and her advocacy on behalf of women candidates has helped elect nine new Democratic women to the United States Senate during her tenure, and has made her the "Dean of Senate Women."
In 1994, Senator Mikulski was unanimously elected as Secretary of the Democratic Conference for the 104th Congress, the first woman to be elected to a Democratic leadership position in the Senate. She was elected in 1998 for a third term with 71% of the vote and was the first candidate to win over one million votes in the state of Maryland. She is the Chairwoman of the Appropriations Subcommittee that funds the U.S. Department of Housing and Urban Development, the Department of Veterans Affairs, NASA, the EPA and 16 other government agencies and continues to work as a member of leadership to form the Democratic agenda in the Senate.
