Winthrop College opened in Rock Hill - October 15, 1895
Governor Evans presided over the South Carolina Constitutional Convention - 1895
The state constitutional convention adopted a new constitution that restricted the participation of blacks in the political process, outlawed interracial marriage, and legalized segregation of schools - December 4, 1895
The new constitution also changed the gubernatorial term schedule, limiting Governors to two terms of two years each and extending Evans' term by one month - December 4, 1895
The Colored Normal, Agricultural, and Industrial College opened in Orangeburg - Fall 1896
The US Supreme Court's ruling in Plessy v. Ferguson upheld segregation and established the "separate but equal" doctrine - May 28, 1896

Evans assisted in the creation of civil government in Havana while a Major in the US Army during the Spanish-American War.

Elected the State's Chief Executive at a critical period, John Gary Evans shaped the history of South Carolina in a way that few Governors have. Today his accomplishments seem a hodgepodge of good and evil. As the youngest Governor ever elected in the State's history, he presided over, and directed the 1895 Constitiutional Convention. Evans was a supporter of "Jim Crow" in South Carolina, yet he supported women's suffrage, worked to improve educational facilities, sought legislation to better working conditions in mills and factories, and opened what is now the University of South Carolina to women. For better or worse, the South Carolina that entered the twentieth century was largely the product of his labors.
