John T. Doolittle is a native of California, born in Glendale on October 30, 1950, and he has lived in Southern California, the Bay Area, and Sacramento. He is married to Julia Harlow and is father to son, J.T. and daughter, Courtney.
Growing up in California, Doolittle graduated from Cupertino High School in 1968. He graduated with honors from the University of California at Santa Cruz with a Bachelor of Arts in History, and he earned his law degree from the McGeorge School of Law, University of the Pacific. Doolittle began serving in the United States House of Representatives in 1991, serving the 14th Congressional District of California. Following redistricting in 1992, he began representing the 4th Congressional District and has subsequently been sent back to represent this district in 1994, 1996, 1998, 2000 and 2002.
For the 108th Congress, Doolittle was elected as the Secretary of the House Republican Conference, the sixth highest ranking elected position in the House Leadership. Additionally, he maintains the seats he first gained in the 107th Congress on the Committee on House Administration as well as the powerful Appropriations Committee and its Energy and Water and DC Appropriations Subcommittees.
Doolittle also continues to be one of only seventeen Deputy Whips in the House, a position he first gained at the start of the 104th Congress. The Whip organization, a critical arm of the House Leadership, is in charge of marshaling votes for passage of important legislation that reaches the House floor.
Up until the 107th Congress, Doolittle served as a dedicated member of the Agriculture and Resources Committees. Specifically, he served on the Subcommittees on Resource Conservation, Research and Forestry, and Risk Management and Specialty Crops on the Agriculture Committee; and the Subcommittees on National Parks, Forests and Lands, and Water and Power Resources of the Resources Committee.
With the start of the historic 104th Congress, Doolittle was selected Chairman of the Subcommittee on Water and Power Resources, which has jurisdiction over the marketing of electric power from federal water projects and federal power marketing authorities, all water resource development programs, and all matters concerning water resources planning. (He had to relinquish his chairmanship, as well as his seat on the Agriculture and Resources Committees, when he received appointment to the Appropriations Committee.)

One of seven freshmen who exposed the House check-bouncing scandal, pressed for full disclosure of all overdrafts, and brought national attention to the issue of congressional reform.
Fighting for an �Agenda of Opportunity� for all Americans, which includes lower personal income taxes, a reduction in the capital gains tax, a balanced budget, protecting Social Security benefits from taxation, and strengthening the economy by promoting policies which create more jobs and increase economic growth.
Co-founder of the Conservative Action Team, now known as the Republican Study Commitee, the largest and most effective organization among House Republicans.
