He has previously served as chair of the Dorset school board and as a director of the Bennington-Rutland Supervisory Union. He is a former chair of the Vermont Republican Party and was a Republican National Convention delegate in 1992, 1996 and 2000. Member of the House: 1993-94, (Municipal Corporations Committee); 1995-96 (Local Government Committee, Rules Committee); 1997-98 (Fish, Wildlife, and Water Resources Committee, Rules Committee, Joint Rules Committee), 1999-2000 (Local Government Committee, Rules Committee, Joint Rules Committee), 2001-2002. In 1993 he was elected chair of the freshmen Republican caucus; House Republican Whip, 1995-96, and as the House Minority Leader 1997-2000.
