DescriptionState Senate Republicans have approved a bill that largely mirrors a voter initiative sparked by Lisa Murkowski's appointment to her father's unexpired U-S Senate seat. The bill passed Wednesday would change the way Alaska fills its U-S Senate vacancies. It would remove the governor's power to appoint a vacancy. It would also would establish special elections similar to those required to replace congressmen. The new law would be a setback for Democrats who have pushed the ballot initiative to highlight the issue of nepotism in the November election. Democrats say it could also dampen the ability of voters to speak out against Governor Frank Murkowski's decision to appoint his daughter to his unexpired U-S Senate seat. Republicans say they were reacting to the wishes of Alaska voters who signed a petition putting the measure on the ballot. If the bill is approved by the G-O-P-controlled House and signed by the governor, it would remove the ballot initiative, which has been certified for the November 2004 election
