| Description | CITY MANAGER
The City of Rock Island is a council-manager form of local government. The Mayor and City Council establish policy direction for the city, approve the city budget, and decide on taxing levels to fund municipal services. They appoint a full-time City Manager who has responsibility to oversee city operations, hire the heads of the city departments, and make recommendations to the City Council.The City of Rock Island adopted the Council-Manager form of government in 1952 as a means to bring a professional, less political approach to local government. The City Council makes decisions about the level of city services provided to the citizens. The City Manager is responsible to implement council policy and provide a high level of service to citizens consistently.John Phillips, the current City Manager, won the Outstanding Manager Award for the State of Illinois in 2000. Mr. Phillips' years of insightful leadership and sound management principles are one of the reasons why in a citizen survey in 2002, 75% of Rock Island citizens responding said services were good or excellent.The City Manager's office can be reached at 732-2012 with questions, complaints (or compliments) about city services. |
