InfoMr. Neighbour was born March 31st, 1864, at Dover, Morris county, where he has always resided. After attending the Morris Academy in Morristown, he prepared at Mt. Anthony Seminary, Bennington, Vt., and graduated from Lafayette College, Easton, Pa., in the class of 1886. He has since then been in the realty business and has been active in the welfare of his town, starting the i^oard of Trade, which brought to Dover the Richardson & Boynton Stove Works, the H. S. Peters Brotherhood Overall Factory, the Swiss Knitting Mills and others, and now Dover ranks as the liveliest town in Northern New Jersey.

Dover has always been a Republican stronghold, but in 1908 Mr. Neighbour was elected Freeholder on the Democratic ticket, by a large majority, for a term of two years, and by his independent actions aroused the .animosity of the bosses, who strongly opposed his re-election, but he was successful and was returned for another term of two years. He brought about reforms in the board and saved thousands of dollars for the county. He is a member of the D. K. E. Greek Society, also a Shriner and an Elk. He comes of legislative stock, his great-great uncle, Nicholas Neighbour, having been in the Legislature in 1806-'08; his great-great-grandfather, Leonard Neighbour, in 1813 and 1831; his grandfather, David Neighbour, in 1837-'38, who was also a delegate in 1844 to the Constitutional Convention of the State of New Jersey; his father, James H. Neighbour, serving in 1883 and 1884, was chairman of the Judiciary Committee both terms.

He was next highest man in Morris county in the late election. Governor Wilson received 5,578 and Neighbour 5,218. He won out over the two Republican candidates, Harry Mutchler and Reginald Baker, by the majorities of 757 and 1,012 respectively.
