Well, you're of course welcome to interpret this for yourself as you wish, but in full context, it's hard to see this other than praise of Putin.
It's hard to not see Trump's regular adoration and praise of authoritarian leaders of the world, with Putin being his #1 man-crush. Erdogan, Orbán, Bolsonaro, Kim Jong Un have all been targets of his praise.
Maybe you could say Trump doesn't actually admire these people themselves or their goals, but just admires the power they are able to wield and wishes he could have it for himself. There's certainly evidence of that with his expressed admiration for Putin removing term limits for himself and Trumps continuing lies trying to overturn his democratic election loss.
Of course, we can't forget that Trump tried to withdraw the US from NATO, still says he will if he regains power. His blocking of aid to Ukraine that had been authorized by Congress. Trump insisting at the G7 to world leaders that Crimea was rightfully Russian and that asking why leaders would side with Ukraine instead of Russia.
I don’t necessarily disagree with that assessment. However that seems to be more of a rebuke surrounding his rhetoric. I personally believe Trump’s policy in regard to Ukraine was good. There’s very little difference between his policy and Biden’s. I also think it’s silly to say “this would not have happened under Trump” because to be honest it probably would have and it probably would have happened sooner.
