Description | SACRAMENTO -- Republican Gov. Arnold Schwarzenegger and the Democrat-dominated Legislature are heading into a destructive, four-year budget battle -- unless they overhaul a California fiscal system that "defies logic."
That's how Senate leader Don Perata, D-Oakland, put it. And analysts agree: It's whacky to live with a system that continually requires more spending, while usually outstripping a flawed revenue-gathering system. It often puts the few unprotected programs, such as services for the poor, at fiscal risk -- a no-go for Democrats. |
