"Negative ads work. People deplore them but they work," said Bill Lutz, professor of English at Rutgers University in Camden.

"Negative ads drive home a message. The person using the negative ads is seen as offensive. The only choice for the victim is to attack back, just as negative."

In the Camden mayoral and council runoff election, set for Tuesday, negativity has slipped into flat-out lies, according to council candidate Jose Delgado.

Delgado said Assemblywoman Nilsa Cruz-Perez's campaign has launched an all-out attack on him and and Councilman Ali Sloan El in ads that claim both men are Republicans who fully support President Bush's Social Security plans."
