Description Legal bills submitted to Marlboro by its former full-time attorney, state Senate co-President John O. Bennett III, showed his firm charged the township on six occasions for reviewing or rewriting municipal code chapters that do not exist.

A statement from one of Bennett's lawyers said the reviews were actually done on real chapters, and that the billing entries were mistakes.

The mistakes were due to typographical errors, or unclear information provided by the senator's subcontractor, Glenn R. Stern, a lawyer from Stafford, whom Bennett supervised on the project to revise the township's book of ordinances, according to S. Karl Mohel, Stern's lawyer. Stern declined to comment.
