DescriptionALBANY, N.Y. (AP) - A judge who once jailed a man on $25,000 bail for riding his bicycle on the sidewalk without lights or a warning device should be removed from office, a state judicial commission said Monday.

The state's Commission on Judicial Conduct said Troy City Court Judge Henry Bauer often failed to properly advise defendants of their right to have an attorney, routinely set high bail even in minor cases, imposed illegal sentences and coerced guilty pleas.
