Regional Councils are the highest decision-making bodies of a region (aka, welfare region; hyvinvointialueet; välfärdsområden). The Council selects members of all regional government bodies and institutions in the area, and is responsible for their operation and finances. The Council has 59 councilors. The Council is led by a chairman, who is elected by majority vote of the Council.
