The Chief minister heads the Regional State Government. Internal discord brought about by ethnic militias battling the government and each other combined with organized criminal "empires" fighting over "turf" are circumstances that have proven next to impossible for the regional government to control. The vast territory of Shan State also forces the regional government to establish military encampments in Lashio and Kengtung.
