The General Secretary is the de facto leader of the country. All authority is vested in him by constitutional and party fiat. The General Secretary leads all three policy-making organs of the Party; the Politburo, the Secretariat and the Central Committee.
The Party holds a Congress every five years to elect members of its Central Committee. The last one was the 11th, held between January 13 to January 15, 2021 (Indochina Time).
