InfoCurrently serving as senior advisor to United States Representative Joseph M. Hoeffel, III (D-PA 13), Frank has spent half of his career in the private sector and the other half in government. A native of Conshohocken, he graduated from Saint Matthew's High School. Frank was a member of the United States Navy (active duty), serving from 1965-69. Frank is a graduate of Temple University with a B.A. in Journalism.

An avid supporter of community athletics, Frank was founder and first commissioner of the Souderton-Harleysville Youth Basketball Associations. He is also a former board member of the Harleysville Girls Softball League, and a coach in the Harleysville Little League. He has always been an active participant in his and surrounding communities advocates of diverse causes: Frank volunteered with Action AIDS in Philadelphia and is a former PIAA basketball referee.

Frank has worked at the county, state, and federal levels of government for both Republican and Democratic administrations. After spending several years as a newspaper reporter and editor, he went on to become a public relations executive. He served as communications director for both Chester and Montgomery Counties, and as director for the Florida Department of Commerce Division of Tourism. He has been with Congressman Hoeffel's administration since he was first elected to represent the people of the 13th district in 1998. He is also an Adjunct Professor for Communications at Rosemont College.

Frank has two children from his first marriage, Rebecca, 26, and Jonathan, 22. Frank's first wife, Nancy, passed away from cancer in 1996. Frank and his wife, Martha Simelaro, live in Upper Gwynedd Township.
