InfoElected to the New York State Senate in 1997, Senator Michael A.L. Balboni is now serving his fourth term in the 7th Senate District after representing the 17th Assembly District for nearly eight years.

A 1981 graduate of Adelphi University with honors, Senator Balboni earned his Juris Doctor from St. John's University School of Law in 1984. Upon admission to the bar in 1985, he began his career in public service as Legislative Counsel to former Senator John R. Dunne, then as counsel to the New York State Judiciary Committee, and as legislative counsel to the Deputy Majority Leader of the Senate. In 1987, Mr. Balboni was appointed Deputy County Attorney in Nassau County where he served as legislative liaison and represented the county's interests in litigation.

Senator Balboni has become known as a leader on the issue of Homeland Security in New York State. In 2003 he was appointed Chairman of the Senate Committee on Veterans, Homeland Security and Military Affairs. He is the Co-Chairman of National Conference of State Legislatures (NCSL) Task Force on Protecting Democracy. In addition, Senator Balboni was appointed to the National Citizen Corps Council and is a member of the Senate Task Force on State and Local Emergency Preparedness.

Senator Balboni's Anti-Terrorism Law passed in 2002 which established severe criminal penalties for people who commit terrorist acts, make terrorist threats or who render assistance to terrorists in the state. The Senator's Water Security Law also passed in 2002. It requires all water suppliers in the state to provide an analysis of vulnerability to terrorist attacks as part of their overall water emergency plan. In addition, Senator Balboni sponsored the Weapons of Mass Destruction bill aimed at minimizing the threat of bioterrorist attacks. His cyberterrorism crime bill would make it a felony to launch a "denial of service" attack on local, state and federal computer networks.

As Chairman of the Senate Majority Task Force on Youth Violence and the Entertainment Industry, Senator Balboni has sponsored legislation restricting children's access to violent video games. Senator Balboni also championed New York's landmark hate crimes and gun safety measures enacted in 2000. Senator Balboni's anti-gang legislation would protect children from gang recruitment on school property, and would create a networked database to assist law enforcement in tracking gang members.

Committed to improving the health of New York families, Senator Balboni co-sponsored the historic Health Care Reform Act (HCRA) 2000 legislation making health care more affordable and accessible for children and low-income adults. A father of four children, the Senator successfully fought for the restoration of millions of dollars in funding to the state's Regional Poison Control Network, and sponsors the annual "Women's Cancer Education Day" for Long Island women facing cancer.

Lauded by environmental groups, Senator Balboni was an ardent supporter of New York's "Neighborhood Notification" law enacted in 2000 to protect families from pesticide exposure, and is co-sponsor of New York's "Healthy Schools" bill which would provide for public access to information regarding the use and application of various chemicals on school grounds.

In 1998, Senator Balboni was the principal architect of several major anti-crime laws designed to protect women and their children against domestic violence. Hailed by women's groups and law enforcement agencies, the Senator's anti-stalking legislation enacted in 1999 clearly defined and criminalized stalking behavior for the first time in New York State statute.

Attuned to the concerns of New York's senior citizens, Senator Balboni sponsored Kathy's Law, enacted in 1998 to significantly increase penalties for caregivers who prey on and abuse elderly patients in their care. He also supported the landmark Elderly Pharmaceutical Insurance Coverage (EPIC+) program helping more seniors pay for rising prescription drug costs.

A strong advocate for higher education, Senator Balboni engineered legislation which eliminated sales tax on college textbooks, and co-sponsored the law making college tuition tax deductible.

As Chairman of the Senate Committee on Water Resources, Senator Balboni has introduced legislation which would require lead testing in school water supplies, and co-sponsored the law banning the use of the gasoline additive MTBE.

In 1998, Senator Balboni was appointed Vice Chair of the Law and Justice Committee of the NCSL. He also serves as a New York State representative to the National Conference of Insurance Legislators (NCOIL), and received in 2001 a fellowship from the Flemming Fellows Leadership Institute. Senator Balboni has authored several Law Review articles, including two published in the Fordham Urban Law Journal, and is an adjunct professor of political science at Adelphi University.

A lifelong resident of Long Island, Senator Balboni resides in East Williston with his wife Stephanie, and their children Olivia, Nicholas, Julia and Michaela.
