Info | Frank T. Brogan, 15th Lieutenant Governor of the State of Florida, came to Florida to begin a career in public education. A former classroom teacher, PTA president, dean of students, assistant principal, principal, superintendent and Commissioner of Education, Lt. Governor Brogan is best known for his leadership and commitment to Florida's children and the teaching profession.
Accomplishments in Education
Lt. Governor Frank T. Brogan is a champion for Florida's public schools. His philosophy is simply that all children can learn, and that schools must be held accountable for ensuring that learning is in a safe and friendly environment.
As a former 5th grade teacher, dean of students and principal, Lt. Governor Brogan is very familiar with the challenges and opportunities that face our public schools. In fact, while serving as the Assistant Principal at Murray Middle School in Martin County, Brogan faced the challenge all parents and schools dread - a suicidal youngster with a gun, knives and mace. Assistant Principal Brogan successfully wrestled the discharging gun from the student's hands. Since that time, ensuring that schools are safe has become a central theme of his work.
Elected in 1994 as the youngest and first Republican Commissioner of Education of Florida, Lt. Governor Brogan made his mark as a staunch supporter of higher academic standards, the development of second chance or alternative schools and the right for teachers to remove disruptive students from their classrooms. His most important legacy as Commissioner was bringing greater accountability to Florida schools. Key changes included: (1) the development of a process to identify and improve low performing schools; (2) the passage of the Sunshine State Standards, Florida's academic standards now required of students as they progress from grade to grade; (3) and leading the effort to raise the passing score for the High School Competency Test to help prepare Florida's high school graduates for postsecondary education.
Lt. Governor Brogan's lifetime work in education has culminated in the Bush/Brogan "A+ Plan for Education." Passed in 1999, this visionary reform has provided a record three-year increase of $2.4 billion (23% increase) in K-12 funding, while also holding schools accountable for teaching all students reading, writing and math skills and ensuring that no child is left behind. Florida's schools and students are meeting the challenge, as the number of schools receiving an "F" grade has decreased from 78 in 1998-99 to four in 1999-2000 to potentially zero in 2000-2001. Minority students are particularly succeeding, as their gains on the Florida Comprehensive Assessment Test have outpaced the gains of non-minority students.
In addition to the A+ Plan, Lt. Governor Brogan helped to promote the Governor's Mentoring Initiative and serves as a mentor to a middle school student in Tallahassee.
Among Lt. Governor Brogan's numerous awards in education and issues affecting children are the 1996 Civil Rights Award in Education, the 1998 Child Advocate of the Year, and the Florida School Boards Association's Lifetime Achievement Award.
Program and Policy Initiatives of the Lt. Governor
As legislative liaison for Governor Bush, Lt. Governor Brogan has helped ensure that "Promises Kept" can be stamped on the platform issues on which they ran, including tax relief ($1.6 billion over three years), reduction of violent crime (to a 28-year low in 2000), environmental protection (including the Comprehensive Everglades Restoration Plan), and serving the needs of Florida's most vulnerable citizens (especially our children, frail elders and the developmentally disabled).
Lt. Governor Brogan has chaired the Long-Term Care Task Force, the Commission on the Homeless and serves as the administration's point person on realizing commercial opportunity in space. He led the Enterprise Florida trade mission to South Africa and later this year will lead another such mission to Japan and South Korea.
Civic Involvement
In addition to serving as a champion for education and children, Lt. Governor Brogan has served as a leader for other important causes. During the past few years, he has become especially involved in the fight against cancer. He has received a Public Service Award from the Pioneers in Prostate Cancer and has used his remarkable speaking ability to crusade in the fight against breast cancer.
Personal Information
Frank T. Brogan, and his twin, John, were born on September 6, 1953, as the youngest of six children who grew up in Cincinnati, Ohio. The first in his family to graduate from college, he earned a bachelor's degree in education from the University of Cincinnati and a master's from Florida Atlantic University.
Lt. Governor Brogan and his late wife, Mary, also known for her commitment to teaching and education, were childhood sweethearts married for over twenty years.
