Jay Blanchard, State Senator District 30 (SE Maricopa County), has been assigned to the following State Senate committees: Appropriations, Finance, Transportation and Ethics.

Jay has over 30 years of public service as a teacher and U.S. Marine Corps Officer. A sample of his public service in Arizona includes: Board of Directors, Project Challenge, Williams Gateway Airport; member, Arizona Board of Education Textbook Adoption Committee; Advisor, Arizona National Guard Public Affairs Programs; Board of Directors, Arizona Reading Association; Advisor, Peoria School District, Challenger Learning Center as well as advisor to school districts on K-3 at-risk programs and technology. In 1997, he was awarded the Arizona School Administrators' Service to Education award. He is a certified teacher and has been a faculty member at Arizona State University since 1988. He first came to Arizona in 1971 when he was stationed at Yuma with the Marine Corps.

Jay was born in Des Moines, Iowa in 1946. He grew up there, the eldest of seven children. He graduated from Roosevelt High School in 1964. His father owned a hardware store and his mother was a housewife. After high school he went to work for the U.S. Post Office and attended Drake University. After graduation, he taught public school and then joined the Marine Corps. He received his naval aviation wings in 1971 and was assigned to the 3rd Marine Aircraft Wing where he flew the F-4 Phantom as a naval flight officer. He was medically retired from the Marine Corps in 1973 and later moved to Athens, Georgia to attend the University of Georgia where he received a Ph.D. in 1979.

He is married with three grown children and one grandson. His two sons are Certified Public Accountants and his daughter is an Administrator for the Texas House of Representatives. His wife is Assistant Superintendent in the Gilbert Public Schools and they live in Gilbert.

Since receiving his Ph.D., Jay has been a faculty member at universities in Mississippi, Kentucky and Texas.

In that regard, he has authored or edited five books on technology as well as numerous chapters and articles on a range of issues related to education and technology. He has been involved in a number of technology-based research and development efforts as well as implementation efforts in school districts in Arizona and across the nation as well as with corporations. He has had the opportunity to serve as a consultant for most corporations involved with education and technology issues (e.g., IBM, Texas Instruments, Apple, Jostens Learning, Learning Company, Borderland, Skillsbank, Lightspan, and Simon & Schuster Publishing). He has also edited a book on educational research and an anthology of fiction on teaching and writes on a variety of subjects beyond technology. He authored the first reading inventory in English and Spanish and developed it further for computer delivery.

He is a member of many professional organizations including the American Psychology Association, the American Educational Research Association and the International Reading Association.
