InfoShelley Madison Kais is a candidate for the Arizona Senate, Legislative District 2. An expert in policy, budgeting, and financial management, Shelley thrives on creating opportunity by bringing people together. She is an analyst who can “follow the numbers,” a businesswoman who knows firsthand the challenges faced by our local businesses, and a loving wife and mother who bursts with pride when she talks of her family. Shelley possesses the drive, determination, knowledge and experience needed to bring Southern Arizonans in Legislative District 2 the representation they deserve in Phoenix!

As a business woman, educator, and owner of KES, Inc. a consulting and training company in Tucson, Arizona, Shelley is a widely sought after business and organizational consultant, as well as a leading public speaker and trainer in the field of analytics. She has presented over 1000 speeches and seminars throughout the United States and in six foreign countries. Shelley is a former Adjunct Professor in the School of Business and Technology at Webster University where she served as the Area Mentor for the MBA Program and an Adjunct Professor from 1999-2012. She is a two-time recipient of the Faculty Excellence Award of the Graduate School.

Born in Buffalo, New York, Shelley moved with her family to the Panama Canal Zone when she was 11 years old and she grew up in Margarita, Canal Zone. She is a graduate of the University of South Carolina, holds a Masters of Business Administration from Frostburg State University, and Doctoral studies at Walden University. She is a Certified Government Financial Manager (CGFM) and a Certified Coaching Practitioner (CCP). As a Diplomat of the Forensic Board of Examiners, Shelley is nationally recognized for her work in applied science and decision analysis.

Shelley began her career as a high school teacher and coach in Columbia, South Carolina. Her love of young people, education, and sports was a perfect beginning for her professional career. As a ladies volleyball and track coach, Shelley loved helping the girls recognize their skills and build strong teams both on and off the field. In the classroom, Shelley believed in hard work and discipline and guided her students to recognize their academic potential and move into the workplace or college. While she works today with executives, managers, and professionals, Shelley finds that hard work and discipline are just as important for organizations. Shelley is ready to bring those skills to LD 2 and represent the district in Phoenix.

After 20 years in Burke, Virginia, Shelley and her husband Jim moved to Sahuarita, Arizona in 2007 and relocated their business to Arizona’s Legislative District 2 in Tucson. While their children remain on the east coast, Shelley and Jim have embraced Southern Arizona as home. Shelley’s volunteer and professional involvement includes:

Member of the Executive Board of the Davis-Monthan Military Affairs Committee
Member of the Advisory Board of the Joint Technical Education District (JTED), Pima County Schools
Founding member and board member of the Southern Arizona Association of Government Accountants
Member of the Executive Board of the Pima Country Republican Women’s Club
Precinct Committeeman in Legislative District 2
PEO, Chapter EJ, Technical Liaison
American Management Association Training Council, Washington DC

Shelley’s work within the community includes facilitation at the Workforce Investment Board, Metropolitan Chamber of Commerce, Community Food Bank of Southern Arizona, as well as volunteering at Equine Voices in Amado, Arizona.
