InfoDave Phillips is 47 years old, a Veteran, and Partner with Jackson Walker LLP, a century old law firm with major offices in Austin & Houston. Born to Glenn and Ruth Phillips, raised in East Texas, Dave joined the U.S. Navy in 1975, and began an early career in law enforcement in 1977 with local and state agencies. From 1979 to 1984, Dave served as a Special Agent for the Office of the Texas Attorney General while working his way through The University of Texas. After graduating in 1984, he retired his badge to attend South Texas College of Law, graduating in 1988.

Dave has enjoyed many rich experiences in his career that will underpin his unique ability to serve our interests and needs as our Member of Congress. Dave began practicing law in 1988 at Eastex Energy. In 1991, he was recruited by Equitable Resources, a $2 billion utility in Pittsburgh, as General Counsel of its midstream operations. Dave was soon appointed President, CEO and to the Board of all midstream businesses, including the largest pipeline in Louisiana. In 1995, he was again sought after, this time by Brooklyn Union Gas Company, later renamed KeySpan (a $6 billion fully integrated energy utility) as a strategic Senior Executive to the Office of the Chairman, in charge of multi-billion dollar domestic and international issues, both fiscal and legal, including strategic market development, mergers and corporate growth.

In 2000, following an extraordinary track record and 12 year career in business, Dave returned to his home State of Texas and joined the prestigious law firm of Jackson Walker LLP. His unique mix of law, business, international policy and diplomacy, legislative issues and regulation, and distinguished career as a senior business executive and trusted counsel, has allowed Dave to negotiate with vast numbers of foreign ministers and governments abroad, and consult with our own US government and federal agencies on energy policy & related security issues.

Dave�s heritage is among lawyers and judges, his two brothers Bob and Pat are both graduates of South Texas College of Law. Their father, the late Judge Glenn S. Phillips, 241st State District Court, served on the bench for 23 years. Dave is the namesake of his grandfather, the late Judge David McGee, serving from 1924 to 1963, the last three decades on the 2nd Criminal District Court. Dave�s uncle in Ft Worth served for many years as a State Probate Judge, and his first cousin is a distinguished Municipal Judge and practicing Texas lawyer as well.

Dave is happily married to the former Kimberly Kay Baker, daughter of Walter and Kathleen Baker of Waller. Kimberly was born in Germany but raised here in Luling, Texas. She maintains an extended family in the west end of the District, attended Blinn Jr College for two years and was employed at Germania Insurance. She earned a Bachelor and Masters degree from Sam Houston State University and has a distinguished career as a Human Resources Director for both private, small cap, and billion dollar public energy service companies in Texas and New York City.


Dave�s only son, Jake, is a senior at Sam Houston State University, pursuing a degree in Finance.

The Phillips' attend Second Baptist Church of Houston and actively participate in the Houston Livestock Show & Rodeo, Salt Grass Trail Ride Association, American Quarter Horse Association, and support Boy's and Girl's Country of Hockley, Texas. In addition, Kim and Dave Phillips are involved in the Cowboy Heritage Association, and are members of the PHBA, APHA, and Texas and Southwestern Cattle Raisers Association.

They enjoy their horses and livestock and live on a ranch in Cypress, Texas, and enjoy their hunting and recreational ranch in Sutton County at Sonora, Texas. Dave's family is today and has been a ranch owner in Washington County near Independence for a number of years.

Dave is a member of the Republican Party of Harris County, and its San Jacinto Club.
