William O. Arnold was first elected to the Goodyear City Council in 1989. In 1995 he was elected Mayor. He is serving his 4th and last 2-year term, which will end on June 30, 2003.
Mayor Arnold is a native of Buckeye, Arizona and has lived in Goodyear since 1978.

In 1987, his first experience in city government began; he was elected to serve as a member of the Freeholders Board to write the Goodyear City charter. From that experience, Mayor Arnold gained an insight and interest in city government.

During the past 12 years Mayor Arnold has been very active in community projects and served on several committees and non-profit boards. He was a founding member of the Advisory Committee to start and house the Tri-City West Boys and Girls Club. Working with the Governor’s Office of Drug Policy, he led the efforts to create the Goodyear Alliance Against Drugs and Tri-City Drug Alliance. Mayor Arnold also led the effort, along with City Manager Stephen Cleveland, to create the Southwest City-School and Developer Partnership, where Southwest cities, schools and developers meet several times a year to discuss and solve growth-related problems effecting schools and communities.

Mayor Arnold is an Executive Committee Member and Past President of the West Valley Fine Arts Council; Board Member of the Southwest Volunteer Services, Southwest Lending Closet, Southwest Community Network; Chairman of the Southwest Valley Regional YMCA and member of the Southwest City/School/Developer Partnership.

On a regional basis, he is Past Chairman of the Luke/West Valley Council; Past Chairman of the Western Maricopa Enterprise Zone; Executive Member of the Maricopa Association of Governments; Board Member of the Greater Phoenix Economic Council; Executive Committee Member of the MAG Human Services Coordinating committee; and Member of the MAG Human Services Coordinating Committee; and Member of the MAG Regional Council Transportation Sub-Committee.

On a state level, Mayor Arnold is an Executive Committee Member of the League Arizona Cities and Towns, and Board Member for the Arizona Municipal Water Users Association. He also serves on the National Safety Policy Committee and Small Cities Policy Committee for the National League of Cities & Towns.
