A graduate of the University of Iowa and DePaul University College of Law, Pat has served as a legislative assistant to U.S. Senator Chuck Grassley, and practiced law for 15 years, both in private practice and as corporate counsel. In 1999, Pat was elected to the Iowa House of Representatives in a special election to replace Ron Corbett. Pat served two terms in the Iowa House. In 2005, Pat was elected to an At Large seat on the Cedar Rapids City Council. In 2009, Pat was elected to the District 3 seat.

Personal: Pat is married to Nancy Gallup Shey, and has a son, Jack, who will be a senior at Northwestern University; a daughter Abby, who will be a junior at Iowa State University; and a daughter Caroline, who will be a sophomore at Washington High School.
