As a four-term Senator, Lou has introduced and passed strong legislation intended to improve the health, welfare and social livelihood of the community, especially those who are economically and physically disadvantaged. Her work includes: fighting for [he survival of health insurance and programs for the medically indigent a concerted effort with the Department of Mental Health to expand their substance abuse prevention program

- participating in a private partnership to develop a residential drug rehabilitation program for mothers addicted to drugs and their newborn - fighting for fair and equal pay for Guam's nurses and recognizing the value of their work protecting the interests of the public, especially where tax $$ are concerned Lou believes in a government that is accountable to the. people and strives to provide this belief in legislation she introduces and supports. She will continue to: - work towards a more stable welfare program that will not leave the destitute and the needy without assistance - work collaboratively with Department of Public Health and Social Services and local insurance companies to privatize the Medically Indigent Program to assure that clients receive cost effective and quality health care
