Rick is a retired Army Major and Vietnam Veteran. His awards include the Silver Star and three Bronze Stars for Valor. He is an active member of Vietnam Veterans of America.

Rick is committed to furthering the process of Direct Democracy in America. Rick heads up two separate organizations dedicated to that end. He is CEO of National Voter Outreach (NVO), and Publisher of the Direct Democracy Journal. NVO is a political consulting firm specializing in qualifying initiative and referendum campaigns. Rick and NVO have worked on over 300 separate, successful signature drives in thirty-six states, organizing the collection of more than thirty million signatures.

Acknowledged as an expert in the field of Initiative and Referendum, Rick is frequently invited to speak on the initiative process. He has addressed various groups, including the American Association of Political Consultants, United We Stand America, US Limits, and the Western Political Science Association. Rick has provided expert testimony before the California Citizens Commission on the Initiative, Texas Senate committee on I&R, and to the American Constitutional Law Foundation. He has also conducted political training seminars for Campaigns & Elections Magazine, the American Association of Political Consultants and the National Conference of State Legislators. NVO’s Amicus Brief on the initiative process was instrumental in the January 1999 US Supreme Court decision easing State restrictions on circulating petitions.

Rick and NVO have been written up in numerous publications including the New York Times, the Wall Street Journal, Time Magazine, The Los Angeles Times, The Chicago Tribune, Roll Call, and The National Journal.
