Info | For the last ten years, Colonel Banks has served as Chapter 13 Bankruptcy Trustee for the Western District of Louisiana, Alexandria Division. In this capacity , his office administers all Chapter 13 cases filed in nine Central Louisiana Parishes. He is a native of Plaquemine Louisiana and was educated in the public schools there. He is a graduate of Southern University, where he received both Bachelor and Juris Doctorate Degrees. Since his Military retirement in 1994, he has resided in LaCamp, La., a community in rural Vernon Parish.
He received an Army ROTC Commission in 1967 and Served in Worldwide assignments during his 27 year military career. Among these assignments were tours in Viet Nam, Panama, Germany and Korea. His last assignment prior to retirement was as Chief of Staff of the Army Reserve Personnel Center in St. Louis Missouri. Colonel Banks, Military Awards and Decorations are Commensurate with his level of Achievement, including the Combat Infantryman Badge, Bronze Star Medal and the Legion of Merit. He is a graduate of the Infantry Officer Basic and Advance courses, Command and General Staff course and the Army War College.
After fulfilling his initial military obligation, Colonel Banks left active duty to attend Law School. During this period he remained active in the Army Reserves. After finishing Law School and prior to coming back on Active duty, Colonel Banks, worked on the staff of the States Attorney General and in the Administrations of New Orleans Mayors Moon Landrieu and Ernest Morial. And, prior to his 1998 appointment to become a Trustee he served as Town Attorney for the Town of New Llano.
In his community he and his wife have been recognized by his local school board for their commitment and involvement in seeking to improve the quality of education in the Parish. He has served on the Board of Directors of numerous Civic Organizations. Among them, the Vernon parish Community Action Agency, Vernon Parish Indigent Defender Board, Vernon Parish Sheltered Workshop, and Acadiana Legal Services Corporation. He is a member of the Louisiana State Bar Association, The American Bar Association, National Bar Association, the Vernon Parish Bar Association and the National Association of Chapter Thirteen Trustees . He is a member of Omega Psi Phi and Delta Theta Phi Fraternities, Life Member of the NAACP, a Life Member of VFW Post 3106 and American Legion Post 387, Life Member Southern University Alumni Association, Life Member Army War College Alumni Association, member of Pelican chapter of Military Officers of America Association (MOAA), member AARP, former member Vernon Parish Kiwanis, and Serves as Deacon and Usher at the Pleasant Hill Baptist Church of Leesville, La. He has been Married for over forty years to Eunice, a Retired Employee of the VA Medical Center in Pineville, La., and, they have one Son, Byron, a Marriage and Family Therapist.
