InfoLucille Prater-Holliday was born to Frank and Corrine Prater in 1956, and is the youngest of 10 siblings. She was raised in the Beltzhoover and Homewood communities of Pittsburgh, PA. Lucille married Thomas Holliday, Jr., a Journeyman Ironworker with Ironworkers Local #3, in 1979, and was widowed to him in 1991. She attended Beltzhoover and Baxter Elementary Schools, and received her High School Diploma from George Westinghouse High School in 1974. She is the mother of two sons and grandmother of one.

Lucille has lived the same day-to-day struggles as many of the residents of the 24th Legislative District. Her early childhood years were anything but successful. As a widow, single mother of two, and a survivor of an environment of poverty, foster care, drugs and domestic abuse, Lucille overcame the odds to turn her life around. Determined to make a better life for herself, Lucille persevered and enrolled in Community College of Allegheny County. She was very tenacious and didn’t give up. She studied long hours and managed to achieve academic excellence while pregnant and raising a 10-month old son. She commendably made the Dean’s List consistently during her college career, and earned an Associate Degree in Social Work in 1985. She later enrolled in Geneva College where she studied Human Resources Management and its role in strategy formulation and implementation, including the study of employee recruitment, socialization, motivation, training/development, legal compliance, evaluation, and retention. She received her Bachelor’s Degree in 1995. She completed an Internship with the Allegheny County Department of Administration, where she revised and updated the County Manual.

In 1998, Lucille became the Executive Director for the Beltzhoover Neighborhood Center (BNC), and assisted with proposals, program design and budget management, to implement the Beltzhoover YouthPlaces Program. To become more familiar with police policies and procedures, Lucille attended the City of Pittsburgh Citizens Police Academy in 1999, and was elected President by her peers. Also, in 1999 she volunteered to serve on the Wilkinsburg Civil Service Commission, and became the first African-American female to Chair the Commission in 2000. She continues to serve on the Commission, where she is responsible for ensuring the maintenance of a merit system to recruit, employ, promote and retain qualified Police and Firefighters for employment as mandated by the Civil Service Statues.

In response to the socio-economic and educational disparities among African-American women, Lucille founded the Black Women Empowerment Institute (BWEI) to empower African-American women to be catalysts for change. She is a member of the City of Pittsburgh’s Mayor’s Safe Neighborhoods Cabinet, and a former board member of Pittsburgh Public School’s Education Task Force. She also served as a member of the Wilkinsburg Weed and Seed Steering Committee, where she assisted with the development of the Community Revitalization Plan.

Lucille takes pleasure in active community involvement and electoral politics. She is a Former Allegheny County Democratic Committee Member, and Executive Secretary of Wilkinsburg Democrats for Change. Lucille serves on the Board of Directors for the Homewood-Brushton YMCA, the Homewood-Brushton Community Improvement Association (HBCIA), and the Mon Valley Peoples Action Committee. She is a member of ACORN/ACORN-PAC, Pittsburgh Chapter, and has served as Secretary for the NAACP Labor and Industry Committee. Lucille also volunteers with the Sickle Cell Society, Inc., Murray-Irvis Genetic Disease Center, Wilkinsburg and Homewood-Brushton Athletic Association's, and Shadyside Boys and Girls Club. She is a member of Deliverance Baptist Church in Wilkinsburg.
