InfoSeema M. Singh, Esq., is the Rate Counsel for the Division of Rate Counsel under the Department of the Public Advocate. She represents and advocates for the state’s consumers in all utility matters involving the electric, natural gas, telecommunications, cable television and water industries, and insurance matters at both the state and federal level. As Rate Counsel, Ms. Singh also participates on behalf of consumers when long-range energy, water and telecommunications policies are decided.

Ms. Singh has been at the forefront of consumer education and community outreach, hosting informative presentations for adults and children throughout the state focusing on the importance of energy and water conservation.

Ms. Singh serves on the State of New Jersey’s Renewable Energy Task Force and is a member of the New Jersey Clean Energy Council. She also serves on the New Jersey International Education Task Force. She served on the Executive Commission on Ethical Standards for the State of New Jersey and the Asian American Commission. In addition, she serves on the Governor’s Advisory Council on Volunteerism and Community Service and on the Board of Directors of the National Fuel Funds Network (NFFN). She also chaired the Governor’s Asian Studies Commission to prepare recommendations to the Governor for an Asian Studies Curriculum for the State of New Jersey.

Ms. Singh is currently the President of the Asian Indian Chamber of Commerce; Board Member of the National Conference for Community & Justice (NCCJ). She has been appointed to the Board of Visitors of New Jersey Institute of Technology (“NJIT”). Ms. Singh also serves as a board member to Cathedral Healthcare System – an affiliate of Catholic Health and Human Services Corporation. Ms. Singh serves as a Visiting Associate at the Eagleton Institute of Politics. She was also the past President of the Rotary International Club of Plainsboro; a founding member of the Hindu International Council Against Defamation; Past Counsel to the Federation of Indian Associations; the Board of Directors of Delaware Valley Girl Scouts; a member of the Asian Indian Women’s Association; a member of the Women Lawyers Committee of the Mercer County Bar Association and a member of the Public Utility Law Section of the New Jersey State Bar Association. She also participated on the Mercer County Inns of Court.

Ms. Singh established the Asian Women’s Safety Net (AWSN), which is a project to assist Asian women who are victims of domestic violence, in collaboration with many Asian organizations and the New Jersey Coalition of Battered Women.

Ms. Singh served as co-host to a show “Asian Indians in America,” a special prime-time programming event and pledge drive to raise awareness on the Asian Indian community and garner support for New Jersey Network. The program, televised live on March 9, 2005, highlighted Asian Indians and their achievements for the New Jersey audience. The program was a ratings success and brought in 120 new members to the NJN community.

Prior to serving as the Rate Counsel, Ms. Singh worked in the Litigation/International Law Department of the Princeton, N.J. law firm of Pepper Hamilton. She practiced in the areas of international and domestic litigation, mediation and arbitration, including commercial contracts, employment, construction, municipal liens, and zoning. She also practiced in the area of international law with a focus on the Indian and Asian communities.

Ms. Singh previously was an associate with the law firms of Reed Smith, LLP and Fox, Rothschild, O’Brien & Frankel, LLP. She clerked for the Hon. Patrick J. McGann, Presiding Judge, Chancery Division, Monmouth County Superior Court, and served an internship with the Hon. Dickinson R. Debevoise, Senior Judge of the U.S. District Court in Newark.

Ms. Singh is a graduate of Seton Hall School of Law (J.D., ’95), Rutgers University with highest honors (B.S. ’88) and Calcutta University in India (B.S. in Zoology, ’83).
