The CAWCD board toils in virtual anonymity. The subject is complex. There is no pay. Why are you running for a seat on the board?
A continued supply of Colorado River water is critical for the continued economic vitality of the State of Arizona and the maintenance of our outstanding life style. With my years of business experience I believe I can have a positive influence on reaching these goals.
List your top two priorities. Please explain each.
The combined priorities are continuing to provide a reliable supply of water to central Arizona as efficiently and at the lowest cost possible.
How would you rate the existing management and staff of the Central Arizona Project? Are they doing a good job or poor job? Please explain.
The responsibility of all members of the board is to closely monitor the activities of the management and staff. To pass judgment at this time without being a member of the board and lacking complete information would be irresponsible and unfair to the management and staff.
Do you support Arizona's water bank and its agreement with Nevada? Why or why not?
I support the water bank. As far as the agreement with Nevada the jury is still out. Arizona is receiving a premium price for the storing (banking) of water for Nevada, If the recovery of that water goes as predicted that part of the agreement should be a benefit to Arizona and Nevada.
The Imperial Irrigation District of California is in a legal dispute with Mexico over the lining of the All American canal. A stay on the construction has been granted by the 9th Circuit Court. Should the canal be lined or not?
I believe the canal should be lined. The lose of water through seepage will increase California’s demand for other sources of water and Arizona is the lowest in priority order for water off the river and this could indirectly affect Arizona’s allotment. Since it is already within the court system it would seem that the CAP board would have little or no influence.
Do you favor restarting the Yuma Desalting Plant? Why or why not?
As I understand it the restarting of the Yuma plant would be quite expensive for the Federal Government and the plant in all probability is out of date. That being said, I understand that desalting of the water in question would provide a 100,000 area feet credit to Arizona that at this time is being lost.
Do you support ongoing Colorado River augmentation efforts such as cloud seeding and the removal or tamarisk trees. What other ideas do you have?
I do not have confidence the cloud seeding is productive. Removal of the tamarisk trees would improve the supply of water. I would look to the experts in the field for additional workable solutions.
Was the Gila River Indian Community settlement good for Arizona? Why or why not?
The fact that a settlement was finally reached is a definite plus and we must now move on.
