Mayor of Indianapolis 1959-1962. Earned the nickname "Snowbelt Charlie" after deciding to rent snow removal equipment; after saying one day that Indianapolis was not in the "snow belt," the city was pelted by a major snow storm the following day.
He lost the 1962 Democratic U.S. Senate primary to the late State House Minority Leader Birch E. Bayh, Jr., D-Vigo County.
