The State is divided into 15 districts of roughly equal populations, each district elects one board member using first-past-the-post system. Elections were nonpartisan until the 2020 elections. Prior to 2016, a nominating committee, whose members were appointed by the Governor, selected at least three names for each seat to go to the Governor. The Governor made a final selection of two people who were sent to the ballot for a public vote. Due to a lawsuit in 2016, a nonpartisan primary was used where the top two finishers were sent to a runoff in the general election.
Board members serve four-year terms with roughly half of the districts up for election in even numbered years.
