Impelled by the new currents of the universal knowledge with an ample tendency to favor the great social interests, the necessity arises in our country to create a political party that constituted in the impulsador and guarantor of the social reforms and economic that needed the nation at those moments. It was as well as in the year of 1961, in Fifth Santa Teresa of the Plans of Renderos, a group of citizens pertaining to the different social classes from the country meets and decide to found a new political identity denominated "PARTY OF NATIONAL CONCILIATION". In this meeting one did not occur to know the ideology the new party nor as its Board of directors would be integrated, but was made clear that to the new political party all the citizens who wanted to do it, without mattering to the party could be incorporated to that they belonged or they had belonged, because the objective of the new party was the search of a true national conciliation.

CONSTITUTION

Day 30 of September of 1961, with the attendance of more than one hundred people between professionals, agriculturists, retailers, employees and originating workers of the different zones from the country, it was constituted the PARTY OF NATIONAL CONCILIATION. The act was carried out from six and the average one of afternoon, in house of Doctor Francisco Jose Guerrero, located in the Treceava Street the West Number Forty and Two Forty and Four, Colony Step of San Salvador. The provisional Director of the Party of National Conciliation, was integrated asi ': Secretary General Doctor Jose Vicente Vilanova; Assistant secretaries, Doctor Jose Italo Iammatei and Bachiller Robert Mora'n Lopez; Secretary of Finances, Doctor Antonio Belismelis Alvarez, Secretary of Propaganda, Doctor Francisco Jose Guerrero, Secretary of Public Relations, Don Rafael Sol�rzano Mora'n. This Director elaborated the objectives and statutes of the party, forming other commissions that collaborated in the organization of the party.

FIRST POLITICAL PARTICIPATION

The day Sunday three of October of 1961, the Party of National Conciliation makes a public concentration with the attendance of the Lieutenant Colonel Julio Adalberto Creek, accompanied by other directors of the Party, and present the objectives this party, receiving the endorsement of the unions coffee, cotton, sugar, cattle and cerealero, obtaining a good welcome in these unions. Thursday 12 of October of 1961, the PCN sends their first public manifesto "UNITED TO SAVE To the MOTHER COUNTRY", in which it urges all the Salvadorans eager to bequeath to our children a prosperous and happy mother country, making a sincere and warm call to all, and invites to be united to their rows in calm and dispassionate form to serve the mother country. Friday 13 of October of 1961 the Military Civic Directory, summons to election of Deputies under the Decrees N� 335 and 336 by which they are introduced reforms to the Electoral Law and summon to elections of Deputies Constituent and Legislative the Assembly, who will be carried out according to the programmed thing by the Central Council of Elections. Tuesday 17 of October of 1961, summoned to the parties to election of Deputies by means of the Decree N� 1. Friday 18 of October of 1961, the PCN, registers in the 14 Departments of the Republic, beginning therefore the proselitista activity of the PCN, is united in this opportunity, to the PCN the Party I authenticate Constitutionalist, presenting/displaying all the general documentation of its respective candidates. The CCE, approves the lists of UPD and PCN. Day 17 of December of 1961 the scrutinies are carried out, the 18 of December of 1961 the PCN gains the elections. The town gives to example of civismo and order. The 19 of December in the final scrutiny give the triumph to the PCN, and the 31 of December of 1961, is installed the Constituent Assembly formally, being the first session of the Constituent Assembly day 3 of January of 1962.

PRINCIPLES:

Understanding by NATIONALISM, the inherent virtue to all man and all town, that is natural the individual and collective soul that vibrates in the common historical evolution, that it returns to the culturally similar citizens sociological and, to the time that them difference of other human nuclei. A nationalism that is identity and historical and sociological solidarity; that is received inheritance of our ancestors; that it is peculiarity of our racially mixed origins, that is greatness of Gestas Libertarias of our Pr�ceres, unquestionable value of the patrios symbols; in short, rich legacy costumary, fights and ideals that constitute the inapreciable baggage of the traditions and national aspirations. A harmonic relation of collective existence and social conscience, that is based on our common origin of individuals and cultural values, whose nature is pronounced in our reason of being and the feeling that has become straight of blood and ground. A nationalism that is immersed in the Great Central American Mother country.

Interpreting by DEMOCRACY, within the frame of its general postulates and to the light of our dramatic reality, the respect to the dignity of the human person, to its liberties and rights, the total valuation of its capacity to promote the development of the political society, to interpret with erudition the partner-political phenomena and to contribute to the profit of the aims of the colectivity.

A economic-social system that starting off of our situation of territorial narrowness, shortage of natural resources and demographic explosion, arranges that the national wealth must serve and benefit to all the society, eliminating the extremisms of opulencia and poverty that have divided to our social conglomerate, an unquestionable decision of respect to the life of the Salvadoran man and a decided effort to grant the average ones to maintain it to him; a reverente respect to its individual and collective will and an untiring search of its total accomplishment, for its own benefit, the one of its family and the one of the community. The social reintegration on a fairness base and the search of its free expression, its accomplishment under the supreme ideas of God, the Mother country and our descendants.

But the postulates of NATIONALISM and DEMOCRACY must of being understood as dividing of a frame of Principles Humanists, who as ethical rules of conduct must like last aim obtain the happiness of the man.

The PCN thinks that what the Salvadorans we have lost is our social guideline, which is the idea that guides all in our individual hopes, gremiales, sectorial and general, towards the future. The idea that makes us fight daily by an individual and collective life better, for a new morning. Towards the conquest of those hopes the action of the PARTY OF NATIONAL CONCILIATION is oriented, since the hard reality does not have to frustrate our yearnings of well-being and progress, and that well-being and that progress only can be possible if a climate of security and confidence is guaranteed to make the productive and creative tasks. For such reasons the PCN rejects all method of political action that leads to the destruction of the man, inasmuch as it annuls with him the values and aspirations.

Finally, the PCN affirms that a constant transformation of the economic-social structures of the country, under the principles of social justice, represents the only form to effectively fulfill the urgent requirements of our difficult social viability. A permanent transformation and compares with the social necessities in increase, in where each sector, each union and each citizen know clearly as problematic one in the partner-political scheme Pecenista is considered its; in the political project of social coexistence.
