InfoWally was born in Oregon to a hard-working family on a tight budget. At age sixteen he earned his Eagle Scout badge, and at age seventeen he enlisted in the Marine Corps shortly after graduating from high school with a perfect attendance record for all four years. Two years later, Wally was appointed to the United States Naval Academy (Annapolis). Upon graduating from Annapolis, Wally was commissioned an officer of Marines. Rising to the rank of Captain, he led Marines on various missions around the globe.

Wally is the second Iraq War veteran to have been elected to the Oregon legislature.

Upon being honorably discharged, Wally worked briefly for the United States Department of Justice as a volunteer law clerk in the Office of Immigration Litigation. He then enrolled in the University of Oregon School of Law, where he quickly became active in student government as a student senator and later as an associate justice on the university's Constitution Court. Wally served on the pro bono executive board throughout law school, and he volunteered as the site supervisor, and later as co-director of the university's Volunteer Income Tax Assistant (VITA) program. Wally was elected to the bookstore board of directors, and he also served on the board of KWVA (88.1 FM). During law school, Wally spent hundreds of hours volunteering in the Lane County District Attorney's office as a crime victim advocate.

During the 2007 legislative session, he worked first as an intern and then on the paid staff of Sen. David Nelson (R-Pendleton).

After graduating from law school a semester early, Wally passed the bar exam and began work in Josephine County as a deputy District Attorney. He has prosecuted, and taken through trial, most types of criminal cases to include: serious violent felonies (Measure 11), prison and non-prison bound property offenses (such as Theft & Aggravated Theft to include "white-collar", Criminal Mischief, Identity Theft), the delivery/manufacture/possession of controlled substances, bank robbery, gang violence, domestic violence, DUII (alcohol & drug), juvenile delinquency & dependency, contempt of court, child support, and violations such as traffic tickets. Wally prosecuted the 2008 case in which 9 juveniles and one adult received felony convictions for their varying involvement in an estimated 150 arsons and bomb ignitions in Grants Pass, to include the playground structure at Morrison-Centennial park. He also prosecuted the 2008 break-in at the county animal shelter in which four dogs were tragically killed.

Wally was elected in 2010 to represent most of Josephine County in the House of Representatives. He lives in Grants Pass with his wife and daughter.
