Found the political maps for Hamilton County (cities, commission districts, city council districts): [Link]
If anyone could provide a quick primer on how to extract data from these types of GIS sites, I would be grateful. I remember this happening with Gwinnett County, GA and am grateful to those who helped.

Looking at least at the link you provided, there doesn't appear to be a way to extract a shapefile or KML file to get the list of coordinates actually used to build the map. Since I saw "ESRI" in the text as it was loading, that makes it more likely that the data isn't easily accessible in an open platform.

Yeah, unfortunately, that's one of the ones that doesn't let you.
