The people running the country were literally on camera years ago saying they were going to assassinate their own prime minister for making peace with the PLO. And then successfully did assassinate Rabin and there were basically no repercussions.

The American people have the ability and choice to refuse the policies of their Government and even to change it if they want."
Its not a justification for it, as there's no justification for 9/11, its literally just Cause and Effect
