He should have resigned, but only after the investigative process had been complete. Then his supporters wouldn't be able to make him out to be a martyr if he had resigned after his guilt had been proven.

If Franken admitted to inappropriate touching, however innocent in his mind, then I'm not sure what the benefit of an investigation would be.
