Summary
State Senator Jackie Winters is a successful small business owner and community leader. Through her work in the community and in state government, she has proven that citizens can and do make a difference by being involved in their community and their government.
Jackie moved to Vanport, Oregon with her family from Topeka, Kansas at the age of 6. She attended Portland Public Schools. She also attended the Oregon State University Systems of Continuing Education with an emphasis on Intergovernmental Relations. She is a Flemming Fellow graduate. Jackie's career includes executive service on the staff of two Oregon Governors. She began her government service in 1959 at the Oregon Health Science Center as a clerk typist. In 19690, she was recruited to join Governor Tom McCall's Economic Opportunity Office. In 1979, she was appointed Assistant to Governor Vic Atiyeh. During her service as Ombudsman, she helped create the Oregon Food Share Program, which has grown into food banks throughout Oregon feeding the most needy of Oregon's citizens.
In 1985, Jackie opened her first restaurant, Jackie's Ribs. As time progressed she expanded its operation to 3 restaurants and 3 franchises employing dozens of Oregonians. She understands the role that small businesses play in creating jobs as well as their benefit to local economies.
Jackie's hard work and dedication to her community has helped her local community of Salem in many ways, as well as the state of Oregon. As the Campaign Chair for the United Way of Marion/Polk Counties, Jackie led the United Way to its first million-dollar campaign, helping local activities like the Scouts, the YMCA and battered women's shelters. For her efforts, she has been awarded the City of Salem Distinguished Service Award twice.
Jackie is a Republican Oregon State Senator, the first African American Republican elected to state office in Oregon.
In 1998, the voters of House District 31 sent Jackie to the State Capitol as their state Representative, and sent her again in 2000. In 2002, the voters in Senate District 10 elected Jackie to represent them in the Oregon Senate where she has immediately taken on leadership roles.
She is an Assistant Republican Leader which places her in a position to develop the Legislative Agenda for the Senate Republican Caucus for the 2005 Regular Legislative Session.
Jackie served on the Joint Ways and Means Committee two of the three legislative sessions since elected to the Legislature. As the Chair of the Ways and Means Sub-Committee on Health and Human Services for the past two sessions, Jackie worked with representatives of the health care community and local citizens to make certain that Oregonians have access to affordable health care and prescription drugs.
She co-chaired the Joint Committee on the Oregon Health Plan which took the took the Oregon Health Plan apart and rebuilt it from the ground up putting it on a solid financial foundation so that it will be there in the future for those who need it most - children and senior and disabled Oregonians. She also chaired the Special Task Force on Seniors and People with Disabilities.
As a mother of four boys who attended Oregon public schools and a member of the Ways and Means Sub-Committees on Education and General Government, Jackie understands first hand how a good education can open doors for our children. Jackie supported our children's schools as well as our community college system. Many students and unemployed workers are accessing training and re-training opportunities through our community colleges. Jackie also chaired the Quality Model Education Review Committee.
Jackie has worked hard to help small businesses around the state. Jackie supported legislation that helps small business provide health insurance to its employees that is affordable and covers a wide array of services. Her experience as a small business owner has given her great insight as to the needs and concerns of Oregon business owners.
As a small business owner, Jackie understands that state government doesn't create jobs, businesses create jobs. Jackie supported legislation that would reduce government regulations expediting the process of identifying 25 'shovel ready' industrial sites to encourage Oregon businesses to expand and recruit new businesses to come to Oregon. Jackie also supported investing $2.5 million dollars in Oregon's roadways and bridges which will employ approximately 5,000 people and help Oregon's businesses ship their products to market.
Jackie also supported of SB 467 which would have allowed the Tillamook Forest to be harvested. This legislation would have created much needed jobs in a community with high unemployment.
Six years ago Jackie began working with local and state law enforcement officials on tackling the methamphetamine crisis in Oregon. She has led the effort in the Legislature to strengthen penalties for using methamphetamine and to protect children living in homes where methamphetamine is used.
Jackie, is currently a member of the Joint Emergency Board and co-chairs the Emergency Board's Sub-Committee on Human Services. She also serves on the Joint Audit Committee and the State Fair Development Committee.
Jackie has lived in Salem for 32 years with her husband Marc Winters. In addition to being the mother of four adult sons, Jackie has a stepson and stepdaughter and 11 grandchildren. Governor Vic Atiyeh serves as the Honorary Chair of her congressional campaign. Dick Withnell, owner of Withnell Motors, serves as her Finance Committee Chairman.
