Mr Kittleman, a Howard County native who attended Howard County Public Schools, graduated from Atholton High School in 1976. He received his undergraduate degree in Political Science from the University of Maryland Baltimore County and his Juris Doctor with honors from the University of Maryland School of Law.

Allan was first elected to the Howard County Council in 1998. Prior to serving on the Council, he was a member of the Howard County Republican Central Committee from 1990 through 1998. He served as chairman of the Central Committee from 1992 through 1997. He is also a past president and vice-president of the Howard County Republican Club.
