Hall was born on 9/27/1823, a son of Edward P. Hall, a prosperous Wilmington merchant who also served as president of the Wilmington Branch of the Bank of North Carolina. The son attended Donaldson Academy in Fayetteville. After graduation, he began working in the firm Hall & Armstrong (half-owned by his father), producing turpentine.

Hall's political career included service as sheriff of New Hanover County 1852-1860, and terms in both the state house and state senate. He served in the Confederate Army 1861-1864.

After his unsuccessful candidacy for lieutenant governor in 1868, Hall served two terms as mayor of Wilmington, a term as chief of the Wilmington police, and inspector in the Wilmington Custom House (appointed by President Cleveland). He died on 6/18/1896.
