Districts are in, just need to be refreshed somehow so that the linework & precincts show up.
In my 9+ years of being a land development engineer, though I've had my squabbles with the local soil conservation districts, I can at least say they are professional people doing the work and not someone who has to run in an election. Imagine if these were partisan races...

I've found & created the maps for the Senate districts (and Governor's Councilors [Link] ) from 1995 to 2003 but the full statewide map isn't appearing here for whatever reason. The individual district containers do have the maps in the history and on the page if the date is set as such.

The workaround to remove a winner selection is to set the number of winners to 2, unselect the checkbox (as opposed to a radio button if it was set to 1 winner), then change it back to 1 winner.

QGIS (or ArcGIS if you have it) is pretty good at manipulating shapefiles to create maps like this. In this case, taking a dumber-downed version of the national county shapefile map from the Census website (5m is what I used), then creating a temporary layer with a new "District" field to enter the respective district, using the Dissolve function with the option to dissolve the "District" got me the file I could use to export to KML to extract coordinates.
This file below has the coordinates, rounded to 5 places and with spaces instead of commas ready to be pasted into here, just copy the respective district and save/attach into the OC map: [Link]

Democrats altered runoff requirements in the early 1990s after Democrat Wyche Fowler lost a U.S. Senate race to Paul Coverdell. Fowler got more votes than Coverdell in the 1992 general election, but neither candidate broke 50 percent. In the runoff, Coverdell beat Fowler, which infuriated Democrats, who controlled the state Legislature.
They changed the law so that a candidate only had to win 45 percent of the vote in a general election to avoid a runoff.
Republicans, however, changed the rule back to a majority vote in 2005 after they gained control of the Legislature. The GOP was still smarting over a 1996 U.S. Senate race in which Democrat Max Cleland narrowly defeated Republican Guy Millner.

It was convoluted, but I did manage to download KMZ files from there. Did have to massage some vertices so it wouldn't look like smashed glass and simplify the files too.
