An initial nomination round of voting takes place, where each candidate must receive multiple votes to make it to the first round of balloting. This eliminates any niche candidates (candidates only one member particularly likes/dislikes).

From a possible reason why he was nominated, he won by almost 15 points in a swing state and even though it was Mastriano, that's still quite impressive as the electorate is quite polarized nowadays and likely contributed to Democrats' successes in other races in PA.
