Following the end of the Monarchy in August 1792, the executive power in France lied in the hands of ministers who were separately appointed by the Legislative Assembly and later the National Convention. Together, they built a so-called executive council.
However, due to the lack of achievements of this system, which left all the initiatives linked to the executive power in the hands of the Convention a Committee of Public safety was appointed to take exceptional measures and initiatives required by France's situation on the one hand, while being in accordance with republicans distrust to hand over the power to a sole person.
The members of the Committee of public safety were to be renewed on a monthly basis by the Convention, but could take executive initiatives that would be ultimately ratified by the Convention.
