Will he do it? Here's my speculation as to why he won't:
The Rockefeller Republicans are gonna face too much scrutiny on a national level. The Conservatives/Reactionaries in the GOP will hate them for being "Too Far Left". The Dems and anyone to their left will hate them for not being that different from the rest of the GOP and mostly towing the line aside from once or twice in a blue moon. Look at Collins and Murkowski, too much trouble (Hence why others like Sunuu and Sott skipped out if senate runs even tho they can 100% win)

I don't know how much cash he has on hand, but even for him it'd be an uphill race. Maryland might be willing to put moderate Republicans in the governor's mansion, but putting one in the Senate where they'd enable a GOP majority is an entirely different thing. Unless Maryland's moved to the right and I haven't picked up on it, I don't see Hogan being able to win a race for a Federal office and overcoming voters in MoCo, PG, and Baltimore City. The legislative session ends in April and he'd obviously win the primary, but does he have enough in him to take out Van Hollen? Would Marylanders in the DC area be willing to give McConnell another vote? Do Marylanders really think having an anti-Trump Republican is worth having in office when the GOP doesn't tolerate that? I don't see the upside for him. I may end up wrong after the session ends and state-level politicians are able to raise money again, but I think Hogan's running is just the fantasy of those who wish the GOP wasn't what is has become.

The issue is, do they see a difference? Why do super blue states keep electing Republican Governors? It's because they're stuck in a sort of bygone era where there really is no difference between the Dems/GOP. One where its Adlai vs Ike, what's the difference really. A lot of Democrats voted for Hogan because to them, he is what they are, a liberal. And when I say liberal I mean it in the sense of "ten degrees to the left of center in good times, ten degrees to the right of center if it affects them personally", not as an interchangeable term for Leftist.
Hogan especially has been trying to play that up being an opponent of Trump and even going so far that the GOP is basically saying "Dude, you can vote with the Dems as much as you want, we just want the bigger number", my critiques still stand and people outside of his state will give him just as much hate as Collins and Murkowski, because this kind of stuff stopped working in the early 2010s, moderates are just not in anymore
