The two party exclusivity in the US for elected officials makes for independents, moderates, and extremes to unite behind a candidate because they are better than their alternative more than they agree with the entire platform of the candidate.

Also Wisconsin has a strong progressive history dating back to the 1800s. First meeting of a new abolitionist club in the early 1850s which would later become the Republican Party.

I just wondered a state that narrowly voted Trump and only narrowly elected a progressive governor the same year as Tammy.

Incumbency advantage, also Hillary Clinton did not campaign in Wisconsin so with Wisconsin being very blue in previous presidential years was deceptive to the national political view. Clinton should have not discounted Republican domination of state politics prior to 2016.

Because Trump was a pro-tariff candidate while Hillary was an unabashed global capitalist.

Whereas Tammy wanted to boost American Steel manufacturing and find ways of making China play fair. Some Moderate Trump voters probably liked Baldwin for this
