Democratic nomination
Commissioner Ballantine had filed to run for re-election in 1964. He was nominated unopposed in the Democratic primary.
Upon Ballantine's death, Gov Sanford appointed Graham (7/30/1964). The Democratic state executive committee met on 9/2/1964 and chose Graham to be the party's replacement nominee in the general election.
